ČEZ Distribuce operates electrical lines across most of the Czech Republic. A utility network statement regarding its networks is among the first documents that both the builder and the designer must obtain; it shows where the lines run and under what conditions you are permitted to build in their vicinity.

When do you need a utility network statement from ČEZ Distribuce?

A utility network statement is required for almost any project involving land with nearby electrical lines, whether for a new detached house, a connection, excavation work, or even a fence or swimming pool if located close to a cable route or pole. The designer needs the statement as a basis for the site plan, and the building authority requires it to prove that the construction does not conflict with third-party infrastructure.

Without a utility network statement you must not dig near the lines: the cable's position must be verified and marked if necessary; otherwise you risk damaging the network and your own safety.

Typically, you will also request a utility network statement for connecting a new photovoltaic power plant, extending a garage near a public lighting pole, or planning earthworks that affect an underground cable route. How to submit an application to ČEZ Distribuce

ČEZ Distribuce accepts applications for utility network statements electronically via its geoportal. The procedure is straightforward but requires precision:

  1. On the portal, mark the area of interest: typically the plot boundary with a small margin extending into the surrounding area.
  2. Select the purpose of the request (new construction, connection, project documentation, excavation works) and provide your contact details.
  3. Send your request and await an electronic reply, which will be sent to the provided email address and also to your data box, if you have one.

The utility network statement is issued free of charge by ČEZ Distribuce. The more precisely you map the area of interest and the more specifically you describe the purpose, the lower the chance that the distributor will request additional information and delay processing.

What you will find in the response

The statement includes a map of electrical networks around your property, details on whether and how close an underground cable or overhead line runs, the scope of the protective zone, and the conditions under which you may work within it: typically requiring manual excavation, marking out the route before starting work, or supervision by a distributor employee for more sensitive interventions. Conditions for high-voltage overhead lines are usually stricter than for low-voltage underground cabling.

The validity of the utility network statement is stated directly on the document and is determined by ČEZ Distribuce itself. For submission to the building authority, the statement must be valid at the moment you actually submit the application, if project preparation is delayed, it may be necessary to have the statement issued again.

The difference between a utility network statement and network marking

A utility network statement informs you that electrical lines are present in the vicinity and under what conditions work may be carried out near them. If you plan to excavate directly within the protective zone, ČEZ Distribuce will usually recommend precise marking of the route on-site. This is a separate service ordered individually and performed immediately before excavation begins. The statement is therefore the first step to understanding what to expect; marking comes into play only as implementation approaches.

How long does the process take?

ČEZ Distribuce processes requests electronically and you will receive the vast majority of utility network statements within a matter of weeks of submission. Speed is mainly affected by the quality of the request itself: an incompletely mapped area or missing information on purpose will be returned for completion, which prolongs the entire process. It therefore pays to devote as much attention to preparing the request as to waiting for the reply. If you are planning multiple buildings on adjacent plots, it pays to submit requests concurrently, this saves you from waiting for individual responses one after another.
